UN Security Council Demands Urgent Financial Compensation for Victims of Chemical Weapons in Sudan

In a major step underscoring the severity of the ongoing humanitarian crisis in Sudan, the United Nations Security Council has called for the immediate allocation of financial compensation to civilians affected by chemical weapons attacks reportedly carried out by the Sudanese army. The resolution, adopted during the Council’s June session, is aimed at reinforcing humanitarian justice and ensuring international accountability.

Relying on verified UN reports, the Council declared that the use of chemical weapons against civilians constitutes a grave violation of international humanitarian law and necessitates urgent, tangible action—including monetary reparations and legal accountability.

Speaking before the Council, Martin Griffiths, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, stated:

“The United Nations does not merely condemn the use of chemical weapons—we are calling for tangible action, including direct financial compensation to victims and their families, to make up for the lives, property, and health they have lost.”

Griffiths further noted that UN teams, in cooperation with international and local partners, are actively working to assess the extent of the damage and to identify eligible victims. He emphasized that priority would be given to survivors suffering from severe injuries and chronic illnesses caused by the attacks.

International organizations, including the United Nations Development Programme (UNDP) and the World Health Organization (WHO), have already begun compiling preliminary lists of affected individuals in preparation for disbursing financial assistance. These efforts are being supported by plans to deliver long-term healthcare and psychological support to victims.

The Council also advocated for the creation of a dedicated international compensation fund for victims of prohibited chemical weapons in Sudan. This fund would be supported through contributions from UN member states, humanitarian agencies, and civil society organizations.

Council members acknowledged and commended the efforts of both local and international medical personnel operating under dangerous conditions. They stressed the urgent need to protect humanitarian workers and facilitate their safe access to affected regions—particularly in Darfur and around Khartoum.

Notably, the U.S. Department of State previously released verified reports confirming the Sudanese army’s use of chlorine gas during military operations in 2024. International observers have characterized these acts as war crimes requiring immediate reparations and the restoration of dignity for survivors.
