UN Security Council, 9480th Meeting: What’s Is It For Sudan?
The 16th of November marked the 7th month since the conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) erupted. It also marked the 9480th meeting of the United Nations Security Council regarding the report of the Secretary-General on the situation in Sudan and the activities of the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS); the meeting concluded the following:

- The humanitarian situation in Sudan:
The overall situation in Sudan is described as the “worst humanitarian crisis in our time,” as more than 6.2 million have been forcibly displaced within Sudan and neighboring countries, and more than 24 million people need humanitarian assistance.
2. Jeddah Talks:
The collective efforts led by the U.S., KSA, and IGAD have been praised. However, the Member Countries have called for both belligerent parties to “fulfill the obligations” agreed on the 7th of November, especially humanitarian access.
3. Juba Peace Agreement (JPA) Movements:
As the RSF has advanced in Darfur, escalations regarding a “Goz Dango” battle is expected to take place in the last Darfuri State controlled by the SAF, Al-Fashir, the homeland for two major JPA Movements, the Sudanese People Liberation Army/North (SPLA/N) – Minawi and the Justice and Equity (JEM) – Jebril Ibrahim faction. Both movements, led by the Federal Minister of Finance and Economic Planning and the Governor of the Darfur Region, announced they are no longer “neutral” and are now supporting the SAF and will fight against the RSF.
Many Member Countries, including Malta, addressed their worries about JEM and SPLA/N crossing their neutrality, thus further complicating the conflict.
4. Fact-Finding Mission:
The Human Rights Council has adopted a resolution establishing a fact-finding mission dedicated to investigating the human rights situation in Sudan due to the conflict.
5. UNITAMS New Strategy:
The UN Secretary-General has issued a will to “formulate” the UNITAMS to suit the needs of Sudan aimed at this ongoing conflict.
6. Sudan’s Representative Addressing:
The representative of the de facto government (since the coup of October 25, 2021) of Sudan addressed the meeting by stating the decision regarding the UNITAMS, requesting the “immediate termination” of the Mission, and confirming the government will maintain “close cooperation with the United Nations and the Secretary-General” regarding establishing a new Mission that meets the needs of the Sudanese people.
In conclusion, the situation in Sudan is heading into an utterly nationwide crisis with no hope of reaching a peaceful ending for this conflict in the near future.
